On Friday, 26 September 2025, the NSW Parliamentary Committee invited ACA NSW and others as it considers the NSW Bill proposed by the NSW Government to make 30+ changes to the National Law for NSW.
Based on ACA NSW's submission, ACA NSW's view is that the proposed Bill is only the first step in many improvements needed to rebuild not just the confidence of parents and families, but also early childhood education services, educators, and teachers.
Despite years and years of ventilating issues with regulators and governments, the NSW Bill itself is proof that NSW can and should lead if other jurisdictions are not (yet) prepared to agree, emulate or follow.

Ultimately, the sector sincerely wants to achieve the full range of children's outcomes as promised by early childhood education and care, not just from birth to preschool but also beyond. This will ensure the sector and the profession to being early childhood education and care, and not simply childcare.
Moreover, when the NSW Government and the NSW Department of Education themselves steward with the sector with the same paramount consideration, then hopefully there will be both effective compliance as well as true support to ensure those aspired children's outcomes are realised.
