What happened at the Inner Circle on 31 July 2023?

There was another sold out Inner Circle event held on Monday, 31 July 2023 at Club Parramatta.


ACA NSW hosted Gillian White, the NSW Department of Education's Deputy Secretary for Early Childhood Outcomes. And somewhat unexpectedly, we also had their Acting Executive Director, Quality Assurance and Regulatory Services, Shane Snibson as well.

Members and non-members had the opportunity to engage primarily with Gillian about:


  • skilled labour shortages and where to recruit them in the immediate-short term
  • future funding, including Start Strong, Universal Pre-Kindergarten
  • how the Childcare and Economic Opportunity Fund could be implemented
  • how the NSW Government will guarantee not cannibalising existing services
  • where will these new 100 preschools on school grounds and 50 new independent preschools be located
  • what are the future outcomes anticipated of governments, including the disconnect by the Australian Early Development Census (AEDC) since 2009
  • the incoming version 2 of the EYLF & MTOP and the implications of greater inclusion compared to existing inclusion practices
  • the experiences of assessments & ratings
  • the weight of NSW's stricter regulatory and new food safety requirements
  • the contrasts of outcomes of NSW versus other Australian states
  • ... and so much more

ACA NSW will continue to host its very popular Inner Circles at least twice a year with representation from the governments and/or regulators.
